Public-Private-People Partnerships for Climate Compatible Development in Maputo, Mozambique
In Maputo, Mozambique, where many residents live in dense, low-lying, and underserved neighborhoods, climate hazards such as flooding, extreme rainfall, and sea level rise disproportionately affect low-income communities. The 4PCCD project (2011–2013) used participatory methodologies to empower residents of Chamanculo-C to identify vulnerabilities, propose adaptation measures, and engage with municipal and national stakeholders. Residents organized through a Climate Planning Committee to develop proposals including improved drainage, waste management, community-led environmental education, and water system repairs. The project strengthened local organization, demonstrated the community’s capacity for climate adaptation, and created pathways for collaboration with institutions, though longer-term implementation and policy impacts remain to be seen.
