Equity Opportunity Reader: Connecting Principals to Evidence

The Equity Opportunity Reader .html application provides a clickable user interface to browse and explore the metadata catalog “MDMT” .csv files that map the universe of public open access PK-12 school data to the F.A.I.R. data principles for seven states and Washington D.C. from the below Bowers et al. (2025) report. Rather than need to open and browse .csv files in a spreadsheet, the viewer brings together the open access metadata catalog .csv information with the open access raw notes from the interrater reliability analysis to display "cards" for each dataset, as well as an interactive network visualization.

Please only use the .csv files from the online supplements of the Bowers et al. (2025) report with this application.

This application serves as a directory and visualization tool. It provides direct links to datasets hosted on external state government websites. We do not host, maintain, or verify the current status of these external files. We make no claims regarding the data's accuracy or continued availability. Please see the full 2025 report for more information.

Instructions for use:
1. Download the .html file.
2. Open the .html file in a web browser.
3. Follow the directions displayed to launch the viewer. For security reasons, first download an individual state MDMT metadata catalog .csv as instructed and the IRRT .csv files from the links provided.
4. Drag and drop both files together at the same time into the viewer to launch the viewer.
5. Once the viewer is launched, click an indicator on the left to view individual dataset cards for the state. Scroll down to see multiple cards if there are multiple datasets coded for that indicator.
6. Different academic years can be selected in the “get the data” box dropdown on the right of each card.
7. Data files can be downloaded directly from the state departments of education using the download file button. If the link is broken, try the “link broken?” alternatives.
8. To view the codebook for the datafile, click “view codebook/page”.
9. Note that the description of the datafile in the card is from the raw IRRT (interrater reliability tracker) notes from the project. For more information on the IRRT, please see the full report. The “NASEM Alignment” information is drawn from the NASEM reports noted in the full 2025 report.
10. To switch to a network graph view, at the top center right, click “Network Map”, wait for the network to render, then follow the instructions on the bottom right to navigate. Clicking on a grey dot will bring up the card for that dataset.
11. To switch to a different state metadata catalog, click “Upload New State” on the upper right and follow the directions.
