The Community-Driven Adaptation Planning: Examining the Ways of
Kampungs in North Coastal Jakarta

In North Coastal Jakarta, a city of over 10 million residents, low-lying informal settlements called kampungs are highly vulnerable to floods caused by extreme rainfall, high tides, and land subsidence. The PICAS project applied a community-driven, people-centered approach to document and leverage locally embedded adaptation knowledge (LEAP) in the kampungs of Kamal Muara and Kebon Bawang. Residents demonstrated practical strategies such as raising pathways, using stilted houses, and managing water flow, while also contributing to discussions on land use, design guidelines, and flood-level categorization. The study highlights that integrating this tacit community knowledge into formal urban planning can strengthen city-level flood adaptation and create more inclusive, effective strategies.
