Last spring when the Harriman Institute initiated its study group on Georgia-Russia relations, the tensions between Georgia and Russia had become increasingly intense in recent months. The frozen conflicts in Abkhazia and South Ossetia had escalated to the point where both sides acknowledged the possibility of war between the two countries.
