Jena, Germany Adaptation Strategy as an Essential Supplement to Climate Change Mitigation Efforts
Jena, Germany, faces climate risks from heat stress and flooding due to its valley location and urban layout. Since 2005, the city has developed JenKAS, a climate adaptation strategy integrating planning, stakeholder input, and the JELKA decision-support tool. JenKAS guides district-level adaptation, balances mitigation and adaptation measures, and informs climate-proof urban design. Probabilistic analyses, outreach, staff training, and political support help mainstream resilience into municipal planning.
