São Paulo’s Municipal Climate Action: An Overview from 2005 to 2014
São Paulo, Brazil, has been a pioneer in subnational climate policy, developing municipal climate actions between 2005 and 2014 to address greenhouse gas emissions and urban climate risks. This case study reviews the city’s climate governance framework, including its 2009 Municipal Climate Law, greenhouse gas inventories, and mitigation efforts in transport, energy efficiency, and landfill methane recovery. It also highlights adaptation initiatives such as expanding urban parks and upgrading housing in risk-prone areas, illustrating both the achievements and challenges of implementing ambitious climate targets in a rapidly growing megacity.
