Adaptation and Decarbonization in Osaka
Osaka is one of the most vulnerable cities to climate change in Japan due to its flat topography and location in the hot south of the country. As a result, Osaka needs to drive a mixed climate action plan of mitigating climate change through promoting renewable energy and smoothing consumption, and adapting to the effects through building flood defenses and introducing extreme heat warning systems.
