Raising the Upper Age of Juvenile Jurisdiction: Implications of Federal JJDPA and PREA Requirements
This report analyzes the interplay between state "raise-the-age" legislative measures and the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) and the Prison Rape Elimination Act (PREA). It concludes that neither the JJDPA nor PREA pose obstacles to raising the upper age of juvenile jurisdiction beyond 18.
