Land Use Control in Beijing and New York City: The Role of Community Level Institutions

The purpose of this study is to discuss the difference between land use control in Beijing and New York City, primarily focusing on the role of public participation in the process and the community level institution’s role in it. By comparative study, this thesis will discuss why public participation in Beijing doesn’t work so well; whether and how community-level institution could be a way to enhance it.
