Managing Greenhouse Gas Emissions in Rio de Janeiro:
The Role of Inventories and Mitigation Actions Planning
Rio de Janeiro has been a pioneer in urban greenhouse gas (GHG) accounting and climate policy in Latin America. This case study examines the city’s use of emissions inventories and the Municipal Policy on Climate Change and Sustainable Development to guide mitigation planning and track progress toward reduction targets. It highlights the role of Rio’s Low-Carbon City Development Program in monitoring, verifying, and scaling mitigation actions, offering a model that other cities can replicate to support climate action and collaboration.
