Climate-Sensitive Concepts and Strategies in Shanghai’s New Master Plan and its Implementation in Key Areas

This case study aims to present the climate-sensitive concepts and strategies in the latest master plan of Shanghai and its implementation in key areas. In the new master plan, the planning vision for year 2035 to build Shanghai into an excellent global city is proposed and planning targets to respond to climate change to build Shanghai into a more Sustainable Eco-City is put forward. Major climate-sensitive strategies including promoting green and low-carbon development, responding to rising sea level, mitigating extreme climate effects and urban heat island effect, and enhancing protection of marine environments are proposed. During the implementation of the master plan, key areas such as five new towns and Chongming eco-island have further strengthened their spatial strategies to address climate change by offering planning guidelines with requirements and indicators of green building, green mobility, clean and renewable energy utilization, sponge city and rainwater management, sustainable waste management, etc.
