Regulating Affordable Senior Services --- It Shapes Assisted Living Programs in New York State

How did Assisted Living Program regulations shape the formation of senior housing projects in New York State? Specifically, how did Assisted Living Program regulations decide senior services provided in senior housing? In order to answer these questions, this paper uses two senior housing projects as cases to examine senior services, funding resources, and the formation of two Assisted Living Program projects. Data collection includes first-hand interviews, site visits, case studies, and second-hand material analysis. The main findings are: Assisted Living Programs shaped by various laws and regulations can provide sufficient senior services and sufficient funding support to both the program and senior residents.
