Why Obama Institutionalized the Iraq and Afghanistan Wars

Institutionalizing these wars grew out of a recognition that an approach that sought to simply win both these wars and then get out would have been neither realistic nor relevant to the current situation, but it also reflected a concern, or even fear, about what would have happened if the U.S. had simply walked away from Afghanistan and Iraq and brought the troops home.
