The article discusses the Employee Free Choice Act (EFCA) which was passed by the U.S. House of Representatives on March 1, 2007, blocked by a U.S. Republican filibuster in the U.S. Senate, and reintroduced in 2009. The author states the importance of the act is that it attacks the stagnation of the wages of U.S. workers, and analyzes the two major reasons for wage stagnation in the U.S.
