Low-Carbon Transition in Shenzhen, China
Shenzhen has emerged as a leader in China’s low-carbon transition by combining strong local leadership, environmental regulation, and innovative policy instruments. The city has expanded green spaces, promoted energy-efficient electric vehicles, and implemented the Shenzhen Emission Trading Scheme (ETS) to reduce industrial carbon emissions. These efforts have decoupled economic growth from energy consumption and strengthened Shenzhen’s capacity to adapt to climate hazards such as typhoons and extreme rainfall. Shenzhen’s experience highlights the importance of coordinated local action, regulatory frameworks, and market mechanisms in advancing urban low-carbon transitions.
