Young Adults with Substance Use Disorder in the Justice System

A substance use disorder (SUD) is often an entryway into the criminal justice system for many young (emerging) adults (ages 18–25). By design, the punitive adult criminal justice system is ill-suited to address the needs of this distinct developmental group. Adult jails and prisons offer limited, if any, developmentally appropriate treatment for young adults with underlying SUDs and mental health issues under their care.

In this presentation at the 2020 Annual Meeting of the American Academy of Child & Adolescent Psychiatry, I shared recent research on the distinct developmental stage of young adulthood and its connection to delinquency, as well as four principles of care that we developed with a multidisciplinary workgroup of experts to guide justice system responses to system-involved emerging adults with SUDs.
