Leuven Climate Neutral 2030 (LKN2030): An Ambitious Plan
of a University Town
Leuven, Belgium, launched the Leuven Climate Neutral 2030 (LKN2030) initiative to reduce greenhouse gas emissions by up to 80% compared to 2010 levels through a collaborative, citywide transition process. This case study examines how a baseline emissions inventory and a science-based roadmap informed strategies focused on building retrofits, renewable energy, and sustainable mobility. It highlights the role of strong university involvement, multistakeholder participation, and participatory governance in advancing ambitious local climate mitigation and adaptation goals.
