Climate Adaptation for Vulnerable Populations in Tel Aviv-Yafo

This case study, presents Tel Aviv-Yafo's multi-layered climate adaptation initiative for its vulnerable populations, responding to escalating heatwaves and urban heat island. Rooted in the city's comprehensive Climate Action Plan, this initiative prioritizes social equity within urban climate action, integrating infrastructure upgrades with robust community empowerment. The primary objectives include building municipal institutional capacity, empowering at-risk communities, providing practical support through home climate upgrades, fostering social cohesion, and serving as a model for policy replication. The methodology operates through two channels: strengthening internal municipal capabilities via staff and volunteer training, and direct public engagement combined with tangible interventions. This includes publishing multi-language preparedness guides and implementing a flagship Home Climate Adaptation Program, which provides physical upgrades (e.g., ceiling fans, insulation) to improve indoor thermal comfort, especially for residents without AC or with limited means. Trained volunteers play a crucial role in education and in-home support, fostering meaningful community connections. Key impacts include enhanced physical resilience, strengthened social networks, increased community engagement, improved knowledge among vulnerable groups, and cross-departmental institutional integration. The initiative is supported by a diversified funding model, combining municipal budget, non-profit partnerships (e.g., Tenufa Bakehila for renovations), and national government support from the Ministry of Energy. Tel Aviv-Yafo's plan is scalable, with future plans for demonstration centers and expanded training. It has already influenced national policy and serves as a model for other municipalities, demonstrating a holistic and equitable approach to building urban climate resilience.
