Bratton is the chairman of Kroll, the world&apos;s leading risk management company, and former chief of the New York City and Los Angeles Police Departments. Zachary Tumin is special assistant to the director and faculty chair of the Science, Technology, and Public Policy Program at Harvard University&apos;s Belfer Center for Science and International Affairs.</abstract>
